Separate essential requirements from open choices

Include the named ingredient forms, proposed serving, target market and pack. Mark requirements separately from preferences. A concept or reference sample can start the discussion while other details remain open.
Ask for a scoped development proposal
Identify the work to investigate feasibility, prepare samples and revise the formula. Ask what each stage delivers, how iterations are charged and what is excluded. Agree confidentiality, formula ownership and access to the records needed for later production; do not assume that a sample fee transfers every technical right.
Use samples to close named questions
Record a sample code and recipe revision. Define observations and review methods before comparing versions. For oral films, connect loading, strip handling and the pack; for liquid drops, connect formula, measured serving and dispenser. These are project questions, not evidence that a proposed formula has passed testing.
Decide what is ready for manufacturing handover
List the approved specification, remaining technical work, testing responsibilities and proposed pack. A positive flavour response alone is not a complete production handover. Once the relevant decisions are documented, use the contract-manufacturing scope to agree production and release responsibilities.
